Welcome to ROWVA District 208
The ROWVA School District is located in Oneida, Illinois, and houses ROWVA Central Elementary (Pre-K -6) and ROWVA Jr.-Sr. High School (7-12). The ROWVA district is comprised of the communities of Rio, Oneida, Wataga, Victoria, and Altona. ROWVA is a Future Ready District. Future Ready focuses on continuous improvement in all areas of the district. The goal is to never stop improving. None of this could be possible without the hard work and dedication of the faculty, staff, students, and administration. ROWVA prides itself on innovation. At the 2019 Illinois Computing Educators Conference in Schaumburg, Illinois, ROWVA presented on what innovation looks like from a small rural perspective. The conference reinforced all the steps that have been taken by teachers in the classroom to provide quality instruction for our students.
In our community, support for the school is unparalleled. The ROWVA Public Schools Foundation and the community alumni base single handedly funded a brand new high school chemistry lab. Money raised for this project came in at $161,000. The new chemistry lab was operational at the beginning of the 2019-2020 school year and will benefit the students of the ROWVA School District for years to come. A huge thank you to the community for all of your support!

Dr. Dunlap, Superintendent
The ROWVA Community Unit School District 208 Board of Education has employed Dr. James Dunlap as superintendent of schools. He started as Superintendent of ROWVA in 2022. Dr. Dunlap's previous administrative experience includes seven years as a superintendent at Evergreen Park Community High School District 231 and Thornton School District 154. He also served as high school principal for two years at Edwards County and Carrolton High Schools.
Dr. Dunlap earned a bachelor's degree in mathematics education from Indiana State University in 1998. He earned his educational specialist degree from Eastern Illinois University in 2010, and his doctorate in educational leadership from Indiana State University in 2013.
Dr. Dunlap brings broad administrative experience that has been developed serving school districts of similar size to ROWVA. Dr. Dunlap states that "of utmost importance, is that we always uphold what is best for students as the highest priority. If we are ever faced with a decision that has potential to reduce services that we are offering to students in a way that will be harmful, we must do everything within our power to avoid that course of action."
"Dr. Dunlap impressed the Board with his knowledge of administrative policy and processes," Scott Lake, Board President said. "He has significant experience in academics, curriculum, instruction, finance and budgeting, and he will be a great fit for the staff and community here at ROWVA.”
Dr. Dunlap has relocated to the ROWVA area along with his wife, Deborah, and his daughter, Samantha, who is currently attending 8th grade at ROWVA Junior High School. His oldest son, Anthony, recently graduated from Purdue University Northwest with a degree in Computer Science. His younger son, Cameron, is currently attending Purdue University Northwest in Hammond, Indiana. Dr. Dunlap says, “I am looking forward to beginning my work with the board and all stakeholders to continue moving the district forward. Together, we will remain ROWVA strong!" Dunlap further stated that one of his first priorities will be to start the strategic planning process to set the core values, vision, and direction for the ROWVA district to continue growing. This process will include stakeholders from across the district. Having grown up in Oblong, Illinois, Dr. Dunlap is no stranger to small communities and invites all stakeholders to share ideas and concerns with him.
